They had to restart his verse because he said a banned word (there’s no swearing or racial slurs allowed in Iron Mic duels), so that’s why there’s a seemingly random pause between his two verses. In the pause, right before he starts the next verse, you can hear him say “I don’t wanna do this ****, man.”

He’s not retarded, he just has a condition.
