You have a point with China not having Good Samaritan laws, but I was talking more along the lines of how anyone can make a difference if they try.

I should also say you helped put it into perspective for me; I can see someone walking by a victim, thinking they’d be useless in the situation (which, they may indeed be). They, therefore, do nothing… Insofar as they leave it to be helped by someone better equipped. That seems more ethical.
