Wait, it only happens to foreign websites? How is that fair at all? That's the other country's problem. Not ours. We need to stop thinking that we're the guardian of the world. We're more like the annoying friend that secretly wants to make love to you even though the farthest we could ever possibly hope to get is second base.

Lamar’s amendments also clarify that sites ending in .com, .org and .net are not covered by the bill. Only foreign sites fall under SOPA’s wrath.

.com, .org and .net cover pretty much every useful site on the internet. So there doesn't seem to be a problem anymore.

Does that actually count for server hosting outside America?

I wouldn't be surprised if the censorship nuts would make another loophole to censor American sites. (They already have one anyway) I'd say there's a 50% chance of there being a 40-49% chance of another loophole coming and a 50% chance of there being a 50-60% chance of another loophole coming.

As for the loophole that exists already, the US Gov already has the power to shut down American domains, so they'd be covered on both ends.
