I can't say why people post what they post but thats what it means

Consider it shorthand for the following phrases:

• "I agree with this person"
• "I approve of this post"
• "This post makes a lot of sense to me and generally jives with my sense of humor"
• "Look at this."
• "I can't believe they said this."
• "This is where you made a mistake."
  It's literally pointing something out just for the sake of pointing it out.
