It's the Royale Noir theme for Windows XP. It was never officially released because it was slightly unfinished. The only thing I've ever noticed that hints at it being 'unfinished' is that the Start button turns green when you hover over it. My guess is that that specific part of the skin was left unchanged from the default (blue) XP theme.

@Tenshigami – Y'know, the non-Noir part of this theme hints that this may have eventually been made into the XP Media Center theme…
