Starter is a personal choice, I'll leave that to you. I don't know about specific party set ups, but back in my younger days, when I had gold, I thought these were good:
Ampharos (electric)
Ho-oh (Fire/Flying), should be lvl 40 in Heartgold
Lugia (psychic/flying) should be lvl 70 in Heartgold
Dragonite (dargon/flying) / Tyranitar(dark/rock) (Or both, they are both good powerhouses.)
Lanturn (water/electric)
Misdreavus (ghost), but I never really used it. I think in heartgold it has an evolution as well.
