No. Just because an actor is the subject of some memes does not make him entry-worthy.

That's a rather false analogy. Nicholas Cage has a huge cult of personality online, and Arnold Schwarzenegger, although people like him, does not. Or not to the same extent, at any rate. The only two confirmed pages for actors are for him and this guy (NSFW). There are a number of others, like Keanu Reeves, Sean Bean, and Ryan Gosling that are stuck as perma-submissions. If you did submit an Arnold entry, it would probably meet the same fate.
