If I’m not mistaken, the Garfield comics you’re referring to appeared in the “Memes that Aren’t Memes” entry. The purpose of that thread was to showcase things that are funny or cool, but not really strong enough on their own to be considered memes.
If Garfield were to get an entire article, we would be obligated to also create entries for:
Beavis and Butthead
Ren and Stimpy
See the problem? These things are huge properties. The fanart and parodies are a natural effect. The problem is that any user-created instance rarely inspires derivatives. The originals inspire the derivatives, and those derivatives are not self-propagating since they are inspired by the original commercial property.
So they are not really Internet phenomena, but larger cultural phenomena.
