Basically a repeat of this thread. Its a reaction image of a person taking a picture, usually accompanied with the text "Neat!" Which seems to have originated from Bender from Futurama.
From what I found on The Infosphere, the phrase was originally said by Bender in season 3: That's Lobstertainment! However, its popularity online seems to have stemmed after the more recent episodes when it was on Comedy Central. I an't seem
There's a few variants that are very similar to ones that are here (at least 2 other Spider-Man ones). There's also some versions that I know I've seen around, but I can't seem to find them right now. There's quite a few more MLP ones, but I know how some people feel about that.
