Well, it looks really weird at first glance, it is just like some Japanese people don't care. But maybe it is actually a form of resistance against Daesh's desire to create and to propagate terror, as disturbing as it can look like. By the way it reminds me a bit of what some humorists and caricaturists did after the shootings at Charlie Hebdo and at Super Cacher.
