Yeah. A single video explains a lot.
But anyway, the original song is called bloomin' feeling, and it first was remixed on nico nico by… someone. Then made it's way to YouTube. The Jack Black video is the one with the highest view count, and the other videos have a lot less, considering that it got 130,000+ views. It's not a meme.
I posted what i found on it 3 months ago on a different entry.

The Bloomin Octagon may play a role in another meme- The “bloomin’ meme” seems to be minor Japanese fad (i think its minor) in origin, appearing on NND as early as 2009. However, since the Bloomin’ Octagon video was posted to NND, literally the day after it was posted on Youtube, it may have had a resurgence of popularity. See here (account needed to watch)
