In the context of the article, “Blame all our problems on Reagan” is a meme. But this is usuing the traditional loose definition.
Reagan himself is not considered “Internet Meme.”
In case you were wondering, neither are George Washington, Elvis Presley, Chef Paul Prudhomme, Kleenex, Q-tips, or Kraft Macaroni and Cheese.
