It's a quote from the short-lived Comedy Central show Crank Yankers. The character Special Ed said it once.

But is it memeworthy? I'm thinking I've seen it enough, but I need other people's input.
I will never use the word memeworthy because worthiness isn't a factor.
There are memes of all shapes and sizes. If you know about it, write what you know.
If you don't know much about it, research it, and share that knowledge with others.
The phrase originated in a movie, then people quoted it a lot online many times in a range of formats.
Why were people compelled to replicate it and pass it along? What changes were made with each new iteration of it?
Follow those basic ideas and you'll be able to figure out if what you're talking about really is a meme and whether it's worth your while.
