At a guess, to prevent banned users from trying to seek revenge or keeping grudges upon being unbanned.

Most people who get temporarily banned, i.e. can access the same account again, know who banned them in my experience.
On an unrelated note, there is no function to appeal bans here, is there?

This is the reason.
Also, why does it matter which mod banned you? If you're banned there's a reason for it. You broke the rules, you face the consequences for doing so.
