Not from a website, but pics saved to the hard drive. If it's the same, how do I get the URL?

Either go to the image bar and click the button that says add new image, or go here https://knowyourmeme.com/photos/new

then to use it in the forums, use the url from the picture you uploaded.

To upload images to KnowYourMeme without adding them to an entry, click here, then under "Add Photo", click "Choose File", navigate to where the image is stored, then double-click it. Where it says "What meme does this belong to?", leave it set to "Please Select", then click "Upload".
To use this image in the forum or in comments, click "Your Photos" from your dashboard, click the "Details" button underneath the image you want to use, then right-click the image and select "Copy Image URL", "Copy Image Location", or the equivalent function in your browser's context menu. Go to where you want the image to appear (forum, comment, etc) and type <+img src="paste url here"> without the plus, paste the URL where I indicated, and your image will appear in your post.
