I’ve recently seen a banned create a a second account in order to avoid his ban (I won’t name names). Who do I contact to have this resolved?

He must of changed his ip address, so really, there isn’t a point to it if he’s breaking the rules.

Changing IP and creating accounts to evade a ban is breaking the rules.
Report it to one of the admins on this website or inform a moderator.
Also feel free to jump in the IRC.
Multiple moderators can often be found there. Ask them to check it out and solve it when needed.
