Bumpy is a meme from 4chan's Video Game board. This meme started in October 2010, when a user posted a screenshot of a small radscorpion from Fallout: New Vegas that was glitched underground but still followed him everywhere. Whenever the player tried to backpedal, he would bump into the radscorpion, hence "Bumpy".
After a long thread of debates about what to do, more and more of the posters suggested to keep him, and that he was a radscorpion that wanted to be your friend. It is already being looked into to create a mod that would allow you to have a pet radscorpion, as now many users of /v/ want to have their very own "Bumpy" to roam the wastes with them.
