This is a meme found on 4chan. it was posted by an anonymous user. It was in a four panel untitled comic where I kin see guy saw some random guys heart patterned underwear, causing him to rage. Anons then began using I kin see guy on random images where there are things to be seen, such as this:

It is to be noted that when I kin see guy speaks, the words are typed just as he would pronounce them aloud so you=yoo, can=kin, heart=hart, and so on. I kin see guy has one of his eyes opened very wide giving him almost supernatural eyesight so he can see things better.

It doesn't look like it will be going much further than 4chan however, things sometimes just catch on.
