The Lowballing Soldier is a reference to Team Fortress 2 users offering low stuff on other peoples' trades.

Origin

The Lowballing Soldier comes from a Team Fortress 2 screenshot (can be found here), took by the steam user HaimamooH. The screenshot consists of a soldier wearing a Bill's Hat, an All-Father and a Fancy Dress Uniform, wich was at that moment idling. It was after used mostly because of the face he does, similar to Fry's face on "not sure if X or Y". The soldier appearing in the screenshot is the steam user Psycho.
