The Dutch tv-station TV West reported on a young guy (15 years old) who – as a hobby – tries to 'steal' other peoples pigeons. The young man is quite harmless to see. As he is looking in the sky to spot pigeons, he makes the sound a pigeon makes (who, who) in order to lure them in. He than throws a female pigeon near the other pigeon.

The pigeon sound (who who) is singled out of the video, and is edited into all kinds of (music)videos that has the Dutch word 'hoe' (who) or the English Who in it.

Just recently the saga of the Duif Meneer expanded by him bringing out a single to harvest the attention he is getting at this point. This followed after Duif Meneer became a word wide trending topic on twitter.

The commenters on Geenstijl.nl use HOE references to comment on the topics at hand. Also on the Dutch television Pownews presenter Dominique Weensie refers every once in a while by shouting HOE and bowing his head.
