&lt;p&gt;Topless Robot is a blog dedicated to nerd news and humor and features a Friday posting called &#8220;Fan Fiction Friday&#8221;, the purpose of which is to present the most bizarre, offensive, or otherwise inexplicable fan-fiction (previous entries have involved Luke and Leia [natch]; Merry, Pippin, and Treebeard; and the Giant Squid and Hogwarts Castle).&lt;/p&gt;
&lt;p&gt;On Friday, September 11th, 2009, the feature was a Pok&#233;mon and his adopted 18-year-old mother. In the comments that followed, the original author &#8211; having been notified by comments on his Yiffstar page &#8211; angrily responded with the following:&lt;/p&gt;

&lt;h2&gt;A failed attempt at a forced meme.&lt;/h2&gt;
&lt;p&gt;Rob Bricken is the former editor of AnimeInsider magazine at Wizard Entertainment and currently maintains &lt;a href=http://www.toplessrobot.com&gt;toplessrobot.com&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;Topless Robot is a blog dedicated to nerd news and humor and features a Friday posting called &#8220;Fan Fiction Friday&#8221;, the purpose of which is to present the most bizarre, offensive, or otherwise inexplicable fan-fiction (previous entries have involved Luke and Leia [natch]; Merry, Pippin, and Treebeard; and the Giant Squid and Hogwarts Castle).&lt;/p&gt;
&lt;p&gt;On Friday, September 11th, 2009, the feature was a Pok&#233;mon and his adopted 18-year-old mother. In the comments that followed, the original author &#8211; having been notified by comments on his Yiffstar page &#8211; angrily responded with the following:&lt;/p&gt;

&lt;p&gt;Later that day, Rob Bricken&amp;#8217;s friend and former coworker at Wizard Entertainment Sean T. Collins decided of his own accord that this phrase should become a meme.&lt;/p&gt;

Under these standards it would seem that the forced press from former Wizard Entertainment employees is enough to constitute a meme by declaration alone.&lt;/p&gt;
&lt;p&gt;On September 18th, Wikipedia user &lt;a href=http://en.wikipedia.org/w/index.php?title=List_of_Internet_phenomena&amp;action=history&gt;Friginator&lt;/a&gt; added &amp;#8220;Whose Responsible This&amp;#8221; to the short list of notable image memes on Wikipedia&amp;#8217;s &lt;a href=http://en.wikipedia.org/wiki/List_of_Internet_phenomena#Images&gt;Interent Phenomena&lt;/a&gt; page; appearing next to &lt;span class=&quot;caps&quot;&gt;WELL&lt;/span&gt;-&lt;span class=&quot;caps&quot;&gt;KNOWN&lt;/span&gt; memes like Goatse, Little Fatty, and Ate My Balls.&lt;/p&gt;
