The term “Woll Smoth” refers to any image of a person (usually a celebrity) that has been photoshopped in such a manner as to shrink the size of the eyes and mouth.
Google Insights for Search shows that interest in “Woll Smoth” started in December of 2007. Activity for “Woll Smoth” peaked on July 5th, 2008, but has continued to draw search results to this day.
Origin
According to ED, this meme started when the Will Smith page on Wikipedia (they call it TOW) was vandalized with the original Woll Smoth image, and the title changed to reflect how one with such a small mouth would speak. Wikipedia has the proof that this happened here. The first instance of this was March 13, 2008, 4 months after the first sighting on Google trends. So ED is incorrect.
On ED there was an article called “Solobrities” here is the talk page that shows the meme was created around November 2007. This talk page confirms the link between the two.

ED called “Woll Smoth” a forced meme, and “the cancer.” Those labels have stuck on their entry to this day.
However, as we can see that the meme has continued to endure for well over a year, the act of shrinking the eyes and mouths of celebrities has become self-propigating; making it a meme.
