This meme originates from the 90s cartoon “Ren & Stimpy Show”. In a scene from episode “Stimpy’s Fan Club”, Ren thinks how would it be if he was the president of the United States, imagining himself as a megalomaniac politic who just blows half Earth up if they don’t agree with them.

The meme itself is taking the clip and inserting any character or celebrity in Ren’s place, making them the evil politic.
