I do not think it means what you think it means. The “worlds” division comes from the Cold War age, and it was mostly about political alignment, rather than wealth:

• The 1st world was the USA and its allies: all European countries, Japan, Australia, New Zealand, Turkey, Israel, Republic of China (aka Taiwan), and South Korea.
• The 2nd world was the communist nations: Soviet Union, People’s Republic of China, North Korea, and Cuba.
• The 3rd world was the whole rest of the planet: mostly neutral, non-aligned nations. That is, most of Latin America, most of southern Asia, most of Polynesia, all of Africa, all of the Middle-East.
• The 4th world was not countries, but human groups in situation of severe social exclusion (nomads, gypsies, uncontacted tribes, homeless beggars, favela dwellers), or nations without a recognized territory (basques, palestines, native americans).
