Calling 9/11 ‘a completely unprovoked attack’ is a drastic oversimplification, as is saying Japan attacked Pearl Harbor with no provocation. Politics is never, ever that simple.

I think what Tyson was getting at is that this logic implies that the people of a country will always approve of and be responsible for the actions a few of them made, even if it was a long time ago. When in reality, few, if any, of the people who actually participated in or approved of those actions are still alive.
On the other hand, some people are disturbingly eager to accept that sort of national identity, as evidenced by all the Facebook comments of Americans who were glad that Japan got hit by that tsunami because they saw it as payback for Pearl Harbor.
