Part of me hopes that it's the same guy in all those photos.

I'm pretty sure it is. If I remember right he calls himself D-Piddy and he makes an annual tradition of going to cons in his Deadpool cosplay and acting completely in-character the whole time. He always makes sure to troll any obnoxious protestors like this.
