Well, it's about music and FiM really doesn't have any ponies beyond background level with any kind of depth in that field. (excluding spontaneous songs) And Flash's guitar was more of just another cliche to add to McCarthy's idea of what a "character" is…

So, it does make some sense that they'd try and get some mileage out of the existing character design. Plus, the extra attention for putting in a "fan-favorite" character is obvious enough.
