Basically though? The US Government forced heroes to register their secret identities and serve under the Fed after a superbrawl that ended up with alot of civilians dead (a villain who had the power to explode did just that when he was fighting a superhero team called the New Warriors).

Captain America rebelled, fearing that this would endanger superheroes and because he did not trust the Government's intentions. He and his rebels fought the pro registration supers (which were led by Iron Man) and upon the seeing the devastation the fight caused, he surrendered to prevent more civilian deaths.

The woman in question is one Sally Floyd, a reporter who had nothing but contempt for him and the unregistered supers.
