Rape culture is the term used for a culture or budding of a culture where rape is considered normal or less offensive. While I do believe rape culture is bad (i.e I don't argue that prison rape in north korea is cool), I do also believe that the crusades and hysteria caused by fighting against perceived rape culture in a rather rape free society has caused one too many problems. I love the idea but the people implementing it seem to think that rape is something that only happens to women.
