Congress would want Obama to ask permission before breaking the cookie.

At his next speech:

"Nooow, let me be clear: breaking these cookies open hand gesture won't break, the country; but getting these cookies to the milk will help out middle class Americans. All this, continuous arguing over chocolate chip vs oatmeal. This isn't helping anybody. We all want cookies. I think we all can agree on that." pause for applause
"In the meantime, my administration will be working closely with the bakery to provide smaller cookies, in larger quantities, across the board. For all Americans. applause And to provide government workers with wider glasses, to ease the means by which we facilitate, the cookie-dunking." slightly lesser applause
