The problem is that of you give every homeless person a $600k house, they'll be homeless again on a year. Throwing money at symptoms does not cure the cause.
Likewise, throwing money at more expensive military hardware is not going to make the US safer, because it won't change the fact that the infantry is being kept on the bench, and infantry is what everyone says is needed to combat ISIS. ISIS has no air force, and with terrorism you need boots on the ground. You need more than million dollar bombs to end a group that is notorious for its ability to hide and regroup.
