At the same time, Nancy Reagen was really pushing her "Just Say No" anti-drug campaign, and I'm pretty sure that the Crack is Wack mural was eventually turned into PSA posters and billboards.

Um, Whitney didn't coin the phrase. She was quoting the phrase from the well known mural in Harlem, which you have in the images, painted in 1986.

I think Manbearpig is funny, and it's true that people have made images that reference Manbearpig all over the place. But South Park has been one of the highest rated shows on cable TV. There's nothing to suggest that knowledge of Manbearpig spread through the internet, and there's TONS of evidence that people recognize it from having seen it on TV. It's not an obscure moment that the viewers decided to turn into a joke, it was a joke written by the writers. Mainstream joke from mainstream TV with no new context = Not an Internet meme. Now I am deadpooling this.

I embedded some videos, but found that the views on each instance are WAY too low to consider notable. I'm deadpooling it now, but if the views happen to rise then we can consider reviving it.

This is actually a really minor meme even if you know your GMOD. The views are just too low. When HeavyMetal202 and TheErwinator mentioned making an article, I told them to wait until the videos had more views. But since you've made an entry after them, I'm going to add them to the article. It still won't be confirmable until the views get higher though.

I can only find three google results for that phrase, and none are related to this picture. Doesn't seem like a very well-established meme to me.
