You don’t have to be a hardcore fan of the show to be a Whovian. I watch the show and I’ve bought some of the merchandise, (Despite it being 30 dollars here in America.) and I consider myself a Whovian more than I consider myself a brony.
That said, I am nowhere near a “hardcore” fan. I’ve never done a cosplay, I don’t watch the show at every chance I get, I have a Doctor Who background, but that’s just about it.

I came and was disappointed.
