My criterion for when this becomes a meme is the moment someone posts a YouTube video where O’Donnell keeps getting interrupted by the “You Are A Pirate” song. Until then, I don’t think there’s enough derivatives.

From what I’ve seen, people in the internet mostly tend to refer to wacky inflatable arm-flailing tube men as wacky inflatable arm-flailing tube men in the captions to pictures. It’s kind of hard to find many image macros, and I don’t see any sophisticated (or even very simple) derivatives at this point.
