Densha de D was “scanlated”, which is the practice of scanning the original Japanese and using a photomanip program to insert translated dialogue. While no physical copies of translated Densha de D exist, there are image files of the full translated manga (IIRC, there were two issues). The “Multi-Track Drifting” image with the phrase in English was a product of the scanlation. (Incidentally, the image is comprises of two whole pages.)

I’m not sure exactly where on teh Interwebs to get it in scanlated format, but I do have it all on my hard drive. I could upload it somewhere.
