There’s having a preference for a mode, and then there is complete idiocy. Anarchy is great for wacky hijinks and trying to progress through the game, but it always runs into walls in the form of precision design from the original game. Nobody is going to have the patience for completing such puzzles, and it’s almost insulting to everyone’s intelligence when they that democracy doesn’t get things done correctly simply because it’s slow progress.

At their base levels, anarchy and democracy are the same things in this game: both have people fighting over the controls, both are trying to proceed in the correct direction, and both use the most valid input as soon that gets used (for those confused, the anarchy mode uses the first input after completing an in-game animation, otherwise it would crash with that volume of traffic).

For those who don’t like democracy, just think of it as a TOOL and nothing more. It’s a tool for getting through a point where progress (what there is of it) is hindered. Democracy isn’t some villain that wants to ruin your life. Nothing is going to permanently take the anarchy mode. It’ll still be there once democracy mode is over with. Relax.
