Yeah, it should work with every version of Photoshop & Photoshop Elements.

If you’ve got Photoshop, make a bunch of different layers with each frame you want in the gif in sequential order, going from Background as frame 1. Then go to Edit>Save for Web, click the Animate box, then change the speed of the frame change and save.
