I can confirm that is was a meme years ago, it has faded into obscurity however.

This was a meme along time ago in 4chan. Basically, threads would contain this image posted repeatedly, sometimes with a modified version.

The reason it’s called Delay close is because of the filename, delayclose.jpg, which would be spammed despite 4chan’s image spam filter.
