I think it’s worth it. You’re not the only person on this site who focuses on area-specific memes. I know that there is one user who lives in Brazil and focuses on entries for Brazilian memes, and there is at least one confirmed entry for Chinese and Filipino memes. Go for it! The community here is pretty nice also, so they’ll be sure to help in areas where they can!
