I suppose you could use the majority rule.
Here’s an example:
If most people wore t-shirts in the USA, that would be how you define “normal.” It isn’t out of the ordinary to wear a t-shirt, because everyone is wearing a t-shirt.
We’ll say that most people in Canada wear polo shirts instead. In this case, wearing a polo would be consider normal, whereas wearing a t-shirt is abnormal.
It’s all relative.
Normal is just what is commonplace and familiar.
