like already mentioned, this is from Germany, how said, it actually was ment to block cp sites in the internet, now they want to block more and more sites, such as egoshooter pages (Because of the recent Spreekillers they want to forbid ego shooters in germany). Like it had to happen, on youtube appeared a video to this, called “Zensursula”. it contains the Name Ursula and the German word for Censorship, it also is a song, like here: http://www.youtube.com/watch?v=O4vbdusj7Pk

It spread pretty fast over the German Community, but i don’t think that other countries know much about this.

And “Stasi” means Staats Sicherheit, which was a Security Police from the second WW in Germany, which was founded to stop riots from the roots i guess..

I’m Swiss so i’m not sure if everything i wrote is actually right in English, i hope this helps you guys..

And yes, that Woman is Ursula, she wants the Censorship.
