This is a fragement of hiimdaisy’s “Lets destroy the shagohod” comic, a parody of Metal Gear Solid 3. In the original, the president needs to nickname naked snake because he killed the boss. In the second frame, the paper sheets says “Boss” (the one with the not amused guys) and the third frame has “Big” written badly with a pencil on top of “Boss” = Big Boss
