@brad The green one looks like a german football player from Werder Bremen. http://www.werder.de/ So the other one has to be either from another german club or I guess from another 90s european top team, maybe this was a champions league game. Find out in which year they wore this trikot, then you can find out in which league they played. then you’ll be on track finding the other trikot / club.
