“The World” (Za Warudo) is indeed the ultimate ‘ability’ of Dio who is a vampire and a psychic stand wielder in the manga. (Won’t get into details it’s a complex story)
He’s able to stop time and actually pulls the roller move on the hero during their final battle.
However his signature scream ‘WRYYY’ comes not from this fight but from his awakening as a vampire early in the series. Dio ftw.
