Except there needs to be a quest attatched to it. And at the end of it, you get the portal gun.

So, the Elder Scrolls universe exists somewhere around earth, most likely within the Milky Way, and also exists AT LEAST ~200 years in the future? (the time taken for the Space Core to travel there must be taken into account as well)
