Let's just pretend that we work at Warner, that this movie won't be cancelled for tax reasons and that we have almost complete freedom to do this movie. How this Dragon Ball/DC Comics would be like?

1) What would be the plot?
2) Who would be the villain? An existing DC Comics character like Darkseid or Brainiac? or a Dragon Ball villain like Freeza or Fu? Or an Original Character?
3) And finally and most important, would you give an answer of their endless debate ?

I know next to nothing about DC and Superman, so let's stick to the certified, patented, and ever popular crossover story formula:

1.) The plot is that both worlds are merging together and if it isn't stopped then chaos will ensue for everyone everywhere because.
2. ) The villain is an original character with spacetime-warping powers who has recruited or brainwashed or whatever villains from both worlds.
3. ) After the big bad is taken care of, the two worlds start to separate. Goku and Superman acknowledge each other's strengths, and Goku asks Superman for a sparring session in what little time is left before their worlds become disconnected again. The movie cuts to black as their fists collide.

It'll be like kong and godzilla.

One is in a rage, so the more even-minded has to step up from a far-away home.

For this case, Superman would act all evil for no reason, presumably from the red kryptonite that Lex Luthor acquired. As superman becomes a tyrant, Lex Luthor scours the earth for the Dragonballs.

Goku from another planet training with Whis gets the news, goes back to earth to fight Superman.

Superman easily beats Goku in the first round.

Goku gets a new form or zenkai boost, goes for round two.

Goku is still the underdog in the fight but manages to help Superman break free from the influence of the Red Kryptonite.

Just in the nick of time, when Lex Luthor unleashes his newest creation, some kryptonian/saiyan clone created by the dragonballs, then souped up with whatever lex tech he could muster.

Two team up and it show that both need each other in the fight.

Once its all over, Superman and Goku part ways as friends/friendly rivals.
