I think I might be one of the qualified people to give critique regarding art. I'll link your picture on this page too, just for the sake of clarity.
Okay, let's start, shall we.
First of all, I have to ask you if you use any tutorials and references for help? Try to draw from real life, photographs (models, poses, adult entertainment etc.). I also recomment using tutorials. I was stupid enough not to do so when I started, and now my pictures are inherently flawed.
But enough about general advice, let's get to the picture.
Now I don't draw using a JoJo esque style myself, and I have only read the first two parts, before "Stardust Crusaders" kinda killed it for me, so I'm not an expert when it comes to the particular style. But I know that there is that semi realistic and glamouristic effect to the characters, while still having the manga like elements.
From what I can see, I can say that you have pretty wobbly lines. I think that usually comes with a drawing pad, and it's easier to avoid it by drawing by hand. But I recommend that you attempt to draw using quick long strokes, instead of slowly following the lines carefully anyway, especially with the hair. Never draw hair slowly. It needs to flow, and you can achieve that by using long strokes.
For example, the face and hair looks really forced, while the lines along the clothing and body shape are smoother and more pleasing to look at.
As for the face, have you tried using guidelines to help you place everything? This does not represent the JoJo style, but is a good simpe guide anyway. You can also look for good quides on YouTube.
For example, her nose and mouth should be on the same line as her chin, but it looks like her mouth leans slightly off that line, as does her nose. Her eyes have the same wobbly thing doing on, so I suggest those quick and smooth lines there too. They're also a bit too different in size.
You should be careful with the lips and the size of the nose when trying to draw beautiful women, since you should avoid drawing too many lines. There's actually a very simple rule that you can think of when drawing girls. "More Detail = Less Cute"
As for the eye placement, I'd say that's pretty good already, since they're approximately on the same line with her ears.
As for the rest of the anatomy, I can't really go into much detail, since it's really not my strong suite, but I can say that I like the hand and fingers holding the hat, even though they are partially covered up by the hat. I know those are really difficult to draw, and you got them right pretty well. As for the arm itself, it seems a bit odd with the foreshortening and all that, but I can't really think of a way to make it better. Try to look into lengths from shoulder to elbow, and elbow to wrist. use body as a length measurement. For example, elbow is approximately at the same height as the belly button, and hands reach halfway the thighs.
