It takes 20 to 40 minutes for quick dry cement to dry. Plenty of time to see the guy coming, get a mix made, and throw it at him. It's called quick dry because normal cement takes hours to a day to dry.

Secondly, his brain bleed was a serious enough concern to be taken to the hospital and diagnosed by staff there as such. He's very lucky to have gotten out of this with minimal injury. And i don't think just because he got lucky in his injuries not becoming more serious, that it at all diminishes the attempted disfiguring and murder that these protesters now turned to domestic terrorists tried to commit.

And the reason i cite them as terrorists is that cement is corrosive to skin, and deliberately trying to throw it at people is similar to an acid attack, or throwing bleach into their face.
