"Driving Through Detroit at Night"

After watching the video again, I noticed something odd:

The car that pulls out in front of the camera at 1:25 is the same car that hits a man at 2:00, but based on what is going on in the backgrounds it doesn't seem like both moments in the film are happening concurrently.

You can see many of the same people and the liquor store sign in the background of both segments, and the left front tire of both cars is either a replacement wheel or missing its hub cab. So it's the same car and people at two different times.

Kind of makes me wonder exactly what was going. Seems somewhat hard to stage. Maybe the driver left and came back? Don't know if Reddit picked up on this, and I am not wading through 3,000 comments, half of which are racist trolling.
