This meme has popped up rather recently. It's a difficult one to search for, as many of the examples I can find are screen shots (possibly from the ground up) as opposed to actual text based results. Still, the oldest example of this meme I could find using more conventional methods of searching "Don't claim to know about if you don't know who this is" was this tweet from early October 2016
However, different versions use different Emoji styles so it is possible that it originated elsewhere.
